What it handles

The services the portal issues and renews today, in the county's own words.

  • Single Business Permit

Explore the status of your Single Business Permit, renew it online, or apply for a new one. Stay compliant and keep your enterprise running smoothly in Kirinyaga County.

  • Liquor Licensing

If you're producing or selling alcohol, get licensed through our streamlined system. Track your application, download forms, and ensure your business meets county regulations.

  • Health Safety Certificate

This certificate confirms that your premises meet the required hygiene, safety, and environmental standards as mandated by Kirinyaga County health regulations.

How it works

Three screens, which is the whole journey: find the business, apply, pay and follow it through.

  1. Find your business

The public homepage opens on the mapped enterprise register, so an owner can locate their own premises and see what the county already holds against them.

  2. Apply for services

A single application form for the permit or licence being sought, filled in online rather than at a counter, with the supporting forms available to download.

  3. Pay and track

Payment is taken by M-Pesa through a bridge into the portal, and the application status screen shows where the request has reached without a phone call or a visit.

For the county

A business register that is a map rather than a list changes what a county can do with it: revenue is visible by ward, compliance is visible by sector, and an officer can see which premises are licensed and which are not without leaving the office.

  • A live enterprise register — every MSME located, not listed on a spreadsheet
  • Applications that arrive complete, on one form, rather than over a counter
  • Payment at the point of application, so the permit and the receipt are one transaction
  • Status visible to the applicant, which removes the follow-up call from the office's day
  • Feedback captured in the same system, against the business it came from

What it runs on

The licensing workflow sits on surveyed, mapped records — which is the part that is survey work rather than software.

  • The enterprise register, surveyed and mapped as a feature layer
  • The application form, bound to the same records so a request resolves to a premises
  • A feedback instrument, collected against the business that gave it
  • Road and gazetted forest context layers, so a premises reads in its surroundings

The portal runs on GGIL's ArcGIS Online organisation, over a mapped enterprise register built from field survey — the licensing workflow sits on top of a cadastre of businesses, not the other way round.
